Local betting landscape

France licenses online sports betting, horse-race betting and poker under the ANJ but does not license online casino games, which remain prohibited. Advertising is legal but strictly controlled by the ANJ, which reviews operators' promotional strategies each year. Affiliates must promote licensed operators only.

Minimum age 18. Players register with identity checks; an interministerial self-exclusion file applies. Bonuses are permitted but regulated.

Advertising and affiliates

The ANJ approves each operator’s annual promotional strategy and has ordered reductions in advertising volume. Advertising must not target minors or present gambling as a source of income. Affiliates may promote licensed operators under the operator’s responsibility.

Tax

Operators pay levies on gross gaming revenue that differ by product. Winnings are not taxed.
