Local betting landscape
The Philippines licenses online betting and casino for its own residents through PAGCOR, while the offshore POGO industry serving foreigners was banned by executive order in 2024 and closed by the end of that year. Advertising is regulated by PAGCOR, with 2025 restrictions on online gambling promotion.

PAGCOR is both regulator and operator. It licenses domestic online gaming (e-games, e-bingo, sports betting) for residents aged 21 and over, and had licensed Philippine Offshore Gaming Operators for foreign customers until President Marcos ordered a complete ban in July 2024, effective 31 December 2024.
Rules that matter to players
Minimum age 21. Registration with identity verification. PAGCOR runs a self-exclusion programme.
Advertising and affiliates
PAGCOR regulates advertising and in 2025 moved to restrict online gambling promotion, including payment-app integration and celebrity endorsement, with legislation proposed to go further. Affiliates may promote PAGCOR-licensed operators within those rules.
Tax
Operators pay PAGCOR licence fees and a share of gross gaming revenue.
