Local betting landscape

Norway keeps a state monopoly: Norsk Tipping for betting and casino games, Norsk Rikstoto for horse racing. The 2022 Act consolidated the rules, payment blocking is enforced, and DNS blocking of offshore sites began in 2024. Promotion of other operators is unlawful.

Prohibited

Norway’s Gambling Act, in force since 1 January 2023, confirms a two-operator monopoly and gives Lotteritilsynet powers to block payments and, since 2024, to order DNS blocking of unlicensed sites.

Rules that matter to players

Playing with an offshore operator is not an offence for the player, but deposits are blocked and winnings from such operators can be taxable. Norsk Tipping requires registration, sets loss limits and offers self-exclusion.

Advertising and affiliates

Advertising for any operator other than the monopolies is prohibited, and the authority has fined broadcasters and pursued affiliates. This site does not recommend operators for Norway.

Tax

Winnings from Norsk Tipping and Norsk Rikstoto are exempt; winnings above a threshold from other operators are taxable.
