Local betting landscape
Nigeria has a large mobile betting market. A Supreme Court ruling in November 2024 held that lotteries and gaming are matters for the states, not the federal National Lottery Act, so licensing now rests with state authorities such as Lagos. Advertising is permitted under state rules.

On 22 November 2024 the Supreme Court held that the National Lottery Act could not apply beyond the Federal Capital Territory, leaving regulation to the 36 states. Lagos State’s Lotteries and Gaming Authority is the most developed regulator.
