New Zealand has two regimes. Online sports and race betting is a TAB NZ monopoly under the Racing Industry Act, enforced since 28 June 2025; offshore bookmakers must not take bets from New Zealanders. Online casino gambling, previously offered only by offshore sites, is being licensed for the first time under the Online Casino Gambling Act 2026.
The casino licensing process
The Act came into force on 1 May 2026. DIA ran an expression-of-interest round in July and August 2026 and holds an ascending-clock auction on 29 September 2026 for up to 15 licences, each covering one brand, with a maximum of three per operator. Licences are expected from early 2027. Operators serving New Zealand before 1 May 2026 may continue, without advertising, until 1 December 2026; applicants may continue until their application is decided.
Rules that matter to players
It is not an offence to gamble on an offshore site. Winnings are untaxed. The Gambling Helpline is on 0800 654 655.
Advertising and affiliates
Section 65 of the Act prohibits advertising online casino gambling except as a licensee is permitted, and unlicensed operators may not advertise at all. Third-party promotion is not permitted.
