Local betting landscape
Japan's Penal Code prohibits gambling except the public sports (horse, bicycle, boat and motorcycle racing), the toto football pool and lotteries, all state-controlled and available online through official channels. Online casinos are illegal, players have been prosecuted since 2023, and one land-based casino resort is licensed for Osaka from 2030.

Articles 185 and 186 of the Penal Code criminalise gambling by players and operators alike. Exceptions exist by special law for the public races (JRA horse racing, keirin, kyotei, auto race), the toto football pool and takarakuji lotteries, all of which take bets online through official sites.
Online casinos and offshore betting
Illegal. Police have arrested players using offshore online casinos since 2023, and 2025 amendments strengthened enforcement against sites and payment channels. The 2018 integrated resort law licenses land-based casinos; the first, in Osaka, is due to open around 2030.
Rules that matter to players
Minimum age 20 for the public races and toto, 18 for lotteries. Winnings from public races are taxable as occasional income above the annual allowance.
