Local betting landscape

Ireland replaced a patchwork of 1931 and 1956 laws with the Gambling Regulation Act 2024 and a new regulator, GRAI, which began licensing in phases from 2025. Advertising is tightly restricted, including a watershed and a ban on inducements to individuals.

Ireland’s Gambling Regulation Act 2024 created the Gambling Regulatory Authority of Ireland (GRAI) and a single licensing regime for betting, gaming and lotteries, online and in person. GRAI was established in March 2025 and has been opening licence categories in stages; remote betting was among the first.

Sports betting has long been licensed under the Betting Acts and continues under the new regime. Online casino gaming, previously unregulated, is being brought into licensing under the 2024 Act. The National Lottery is separate.

Rules that matter to players

Minimum age 18. Winnings are untaxed. The Act bans the use of credit cards, requires a national self-exclusion register, and prohibits inducements offered to specific individuals (VIP-style offers) and free bets tied to further gambling.

Advertising and affiliates

The Act imposes a broadcast watershed (5.30am to 9pm), bans advertising on social media except to opted-in adults, and gives GRAI powers over the content of all gambling advertising. Affiliate promotion is lawful but must comply with the same advertising rules and the inducement bans, which limit what an offer page can say.

Tax

Operators pay 2 per cent betting duty on stakes for remote and retail betting, and remote betting intermediary duty on commission.
