Local betting landscape
India's Promotion and Regulation of Online Gaming Act 2025 prohibits offering, advertising and processing payments for online money games nationwide, whether of skill or chance. Land-based gambling remains a state matter: Goa and Sikkim license casinos, thirteen states permit lotteries and turf clubs run horse racing.

Until 2025 India’s online gambling law was a patchwork of state statutes and Supreme Court case law on games of skill. The central Act of 2025, in force through Rules from 1 May 2026, prohibits online money games outright: section 5 bans offering them, section 6 bans advertising or promoting them directly or indirectly, section 7 bans payment processing. E-sports and free social games are recognised and permitted.
What remains legal
Land-based gambling decided by each state: casinos in Goa, Sikkim and Daman; lotteries in thirteen states (eleven operating); on-course horse-race betting at licensed turf clubs; teer in Meghalaya. See the operator directory above for the land-based profiles covered by this guide and their sources.
Rules that matter to players
The Act’s offences fall on operators, advertisers and payment providers, not players. Winnings from online games are taxed at 30 per cent under section 115BBJ of the Income-tax Act.
Advertising and affiliates
Advertising or indirectly promoting online money games is prohibited under section 6.
