Local betting landscape
Germany's 2021 Interstate Treaty created a national licensing regime for online sports betting, virtual slots and poker under the GGL, with a €1,000 monthly deposit limit across all licensees, a €1 slot stake cap and the OASIS self-exclusion register. Affiliates are allowed within tight advertising rules.

The GlüStV 2021 replaced years of legal uncertainty with a federal-state treaty that licenses online sports betting, virtual slot machines and online poker nationwide. Online table games (roulette, blackjack) are licensed by each state, and only a few have done so.
Rules that matter to players
Minimum age 18. A cross-operator deposit limit of €1,000 a month, enforced through the LUGAS file. Slots are capped at €1 per spin with a five-second minimum. OASIS is the national self-exclusion register. Live betting is limited to final results and certain events.
Advertising and affiliates
Advertising is permitted with restrictions: no online slot or poker advertising between 6am and 9pm, no targeting of minors, and no sponsorship of youth sport. Affiliate marketing is allowed but must promote licensed operators only and follow the same content rules.
Tax
Players pay nothing. Operators pay 5.3 per cent of stakes on virtual slots and online poker and 5.3 per cent on sports betting stakes.
