Finland’s Gambling Act 10/2026, passed in December 2025, replaces the state monopoly with licensing for online betting and online casino games from 1 July 2027. Lotteries, scratch cards and physical gaming stay with Veikkaus.
Timeline
Licensing provisions took effect on 1 March 2026 so that the National Police Board can assess applications before the market opens. Veikkaus’s exclusive right for the competitive categories ends on 30 June 2027. Supervision then passes to the new Finnish Supervisory Agency.
Rules that matter to players
Minimum age 18, strong electronic identification, player-set deposit and loss limits, and a national self-exclusion register. Players commit no offence using foreign sites today, but payments to unlicensed operators can be blocked.
Advertising and affiliates
Licensed operators may market on their own channels, on TV, radio and print and on brand-term search. Affiliate, influencer and telephone marketing are prohibited, and so are acquisition incentives.
Tax
Operators pay 22 per cent of gross gaming revenue. Winnings from Veikkaus and, from 2027, from licensed operators are exempt from income tax.
